EU flight bilateral negotiations

The UK Civil Aviation Authority (CAA) and Department for Transport (DfT) senior negotiating team continue their ongoing dialogue with all 27 EU Member States on the new UK-EU Trade and Cooperation Agreement (TCA).

Centre to this is the issuance of operational permissions and exchange of all-cargo fifth freedom rights.  Executive aircraft operators are experiencing problems.

Ten formal meetings have already taken place, with a further six confirmed for the next two weeks.  Ten EU Member States have confirmed positive receipt of the proposals.  

As the DfT highlighted at the British Business and General Aviation Association (BBGA) annual conference (see ON TOUR) the Department is working “at pace” to secure discussions.  Some EU states do not have permit departments, and some have only had experience with permits a couple of times a year, so it is very much a work in progress.  The DfT requests all operators report issues they are facing – directly or via trade associations.  

After recent meetings France has been positive – keen to discuss block and seasonal permits.  A follow-up is planned to discuss all cargo fifth freedom operations, amongst other things.  Italy was informal, but positive, with both sides agreeing to consider temporary arrangements regarding higher freedom services and permits covering third and fourth freedoms.  Formal discussions are pending.  Sweden, following last week's meeting, are keen to discuss formally once internal procedures are complete.  Further meetings are scheduled with France, Austria, Germany, Portugal and Slovakia.
