ICAO testing manual

The International Civil Aviation Organisation (ICAO) has published a paper seen as a major step forward in promoting the recovery of the global air travel industry. 

Called “Testing and Cross-border Risk Management Measures Manual” the title is cumbersome but does cover what it says.

When a highly respected United Nations Specialised Agency issues a set of standards, in this case cross border testing focused on Covid-19, it sets the international standard for airports.  Its publication coincided with an address by ICAO Council President Salvatore Sciacchitano at the IATA Annual General Meeting (see IATA 2020: Day 1 – The Travel Passport in this week’s BTN).

ACI (Airport Council International) World Director General Luis Felipe de Oliveira summed it up neatly, perhaps on behalf of all the bodies concerned with world travel.

“We are grateful to ICAO for the collaborative approach in producing this manual and we now say to governments that we stand ready to assist in developing a cohesive and harmonised approach to allow us to rebuild air connectivity with airlines and partners in the aviation ecosystem.”

The manual has been prepared by aviation health experts led by ICAO in close coordination with the Council Aviation Recovery Task Force (CART) and with support from the World Health Organisation (WHO), United States Centers for Disease Control and Prevention (US CDC), European Centre for Prevention and Disease Control (ECDC) and others, as well as aviation medical and health experts from governments and industry. These organisations form the Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA).
